Who does this affect?
Primarily planned obsolescence has a great impact on the economy for the leading countries (1st world countries). The reason for this is explained in the pro planned obsolescence section of this page, keeping businesses profitable.
This approach is hard to resist as it provides job opportunities and further riches. However on a more global note it negatively affects the environment and communities of 3rd world countries (whose economy is already struggling).
Which leads me to discuss who it is negatively affecting in more detail. The consumer themselves may come to realise the waste of money, resources and time which this approach causes.
As stated previously many 3rd world countries, such as Ghana and Lebanon, have to deal with the mountains of rubbish that the 1st world countries throw away, paying them a small amount to dump our waste. As illustrated in the video below (at 37:50).
